A policy choice to construct a four-lane limited access '*West Eugene Parkway" was previously made and remains a part of the acknowledged County and Metro area comprehensive plans. The decision m alter the alignment does not affect that ultimate policy choice. For alt of these reasons, this plan amendment complies with Goal 2 Part 1. Goal 2 Part I~ The Goal 2 exceptions standards apply in circumstances where a land use decision would otherwise violate one or more goals.
