The decision m <br />alter the alignment does not affect that ultimate policy choice. <br /> <br />For alt of these reasons, this plan amendment complies with Goal 2 Part 1. <br /> <br />Goal 2 Part I~ <br />The Goal 2 exceptions standards apply in circumstances where a land use decision would otherwise <br />violate one or more goals.
