WEST EUGENE PARKWAY ~ODIF~ED PROJ ECT--C~NSISTE NCy W1TH THE STATE~,~DE PlANNiNG ~LS AND TP, ANSPORTAT~ON PLA~N~ RULE <br /> <br />displace 25 or more residential units and deny access to an estimated 60 residential units between <br />Belttine Road and Terpy Street, resulting in substantial adverse impacts to the affected <br />neighborhood's identity and cohesion.?2 in contrast, the Modified Project and Green Hill Road <br />Flyover Alternative would displace I to 3 residences, and the Approved Design would have no <br />displacements?3 All alternatives would provide improved access to downtown Eugene. <br /> <br />Additionally, the Roosevelt Extension Alternative would have much greater noise impacts than the <br />other alternatives ins[de the UGB because it is adjacent to many more residences. <br /> <br />Outside the UGB, ali alternatives would affect accesses to three private properties on Goble Lane, but <br />no displacements should result.?4 Except for the Roosevelt Extension Alternative, which is lc~cated <br />further away from the railroad h-acks, none should create a feeling of separation for people in the area <br />due to their very close proximity to the railroad tracks~ All alternatives would create visual impacts. <br />The Modified Project would increase visual intrusions to the Hays, Goldsmith and Jorgensen <br />residences, while the Approved Design and Green Hill Road Flyover Alternative would impact the <br />Allendar, Tredgold and Ware residents~ Visual impacts associated with the Roosevelt Extension <br />Alternative would be slightly greater as there are more residences farther north of the railroad <br />tracks.7s <br /> <br />Noise impacts outside the UGB are not expected to be significant for the Modified Project, Approved <br />Design and Green Hill Road Flyover Alternatives because affected properties ~enerally are set back <br />from the road. The Roosevelt Extension Alternative may have somewhat higher noise impacts <br />because of [ts location closer to affected residences. <br /> <br />Overall, the adverse social impacts associated with the Modified Project, Approved Design and Green <br />Hill Road Flyover Alternative are not significantly more adverse for any one than for the other two. <br />In contrast, social impacts associated with the Roosevelt Extension Alternative are significantly worse <br />than for the other three alternatives and would justify excluding the Roosevelt Extension Alternative <br />from further consideration. <br /> <br />The reason alternatives to the acknowledged Approved Design alignment are being considered at all <br />relates to concerns among federal and state regulator2. agencies, ODOT and the City of Eugene over <br />potentially significant adverse environmental impacts associated with wetlands and threatened and <br />endangered plant and animal resources. As explained in the LarM Use Technical Report, what <br />distinguishes the Modified Project from the Approved Design and justifies the shift in the alignment <br />is the reduction in adverse impacts affecting high value wetlands and endangered and/or threatened <br />species. <br /> <br />Comparing alternatives, the Roosevelt Extension Alternative would have significant adverse impacts <br />on the wetland and upland habitat areas that the City, Lane County and ODOT are trying to protect <br />through this consideration of an alignment modification. The Roosevelt Extension Alternative would <br />cross over 3,000 feet of wetlands and upland habitat areas identified for protection, enhancement or <br />upland mitigation in the WEP. It would remove valuable wetlands and wildlife habitat in and around <br />the Danebo Ponds at the Roosevelt Boulevard~eltline Highway interchange.
