ALTERNATWES CONSIDERED - WEP <br /> <br />Costs and Economic Dislocation: <br />Table 3 reports a comparison of costs and economic dislocation summary for the four alternatives. <br />ODOT staff collected R/W preliminary estimate information to compare the alternatives. This <br />estimate is based upon new information that details potential costs west of Beltline Highway. Staff <br />performed less new analysis for the areas east of Beldine Highway because the Southern Alternatives <br />do not change the design in this area; for the purposes of this report, costs already developed for the <br />east of Beltline Highway were updated by factoring in general marketplace trends. <br /> <br />Some properties have already been acquired for the WEP. They have been purchased at various <br />times - as long ago as during the Roosevelt Freeway acquisition and as recently as voluntary sales <br />related to coordination of the West Eugene Parkway/Beltline Highway purchases and in coordination <br />with BLM fbr the implementation of ~'£W'?. The cost of these properties is not factored into the <br />estimates provided herein. The existing route follows West 11th Avenue which has been so highly <br />developed with accesses to various businesses that it is very inefficient as a route for through traffic~ <br />To avoid similar failure problems, the limited access proposal for the WEP does not allow direct <br />access to individual ownerships. <br /> <br />The West Eugene industrial market is fairly strong after a long lull due in part to developers' <br />concerns over wetland mkigation procedures. The influence of the building of a large Hyundai <br />manufacturing plant in this area, and the advent of the wedand banking process have provided the <br />stimulus to increased development actMty. Based on general discussions with local realtors, <br />appraisers and assessors the market is currently experiencing an increase of approximately 6% per <br />year in industrial land prices.
