Access problems also apply to l~nks be~een ex~sfing and developing residemial ~eas ~n West Eugene and downm~ Eugene. The need for an east-west connector in West Eugene has been long recognized. ~e LCDC acknowledged TransPlan~ which guides transpo~fion plmaning ~n the me~opol~mn ~ea, and even the Eugene-Sprin~eM T-2000 Plan, which preceded TransPlan, ~ncludes the connector as ~ ~mpo~mnt pa~ of the ~ea-wide roadway system envisioned for West Eugene. 22
