ACTION: <br /> Approval of Minutes, Findings, and Recommendations from the Hearings Official and Adoption of <br /> an Ordinance Levying Assessments for Improvements Consisting of Pavement, Curbs and <br /> Gutters, Sidewalks, Median, Street Lights, Traffic Signal, Street Trees, Wastewater, and Storm <br /> Water Drainage on Garden Way from Sisters View Avenue to Martin Luther King Jr. Boulevard, <br /> and the North Side of Martin Luther King Jr. Boulevard from Marche Chase Drive to Interstate <br /> 5; and Providing an Immediate Effective Date (Contract #2004-20) (Job #3502) <br /> <br /> Councilor Solomon, seconded by Councilor Taylor, moved to approve the Minutes, <br /> Findings, and Recommendations of the Hearings Official of June 6, 2005. <br /> <br />Councilor Taylor opposed the motion because she felt the method of funding street upgrades was unjust. <br /> <br />In response to a question from Councilor Pap~, Principal Civil Engineer for the Public Works Department <br />Paul Klope thought the annual percentage rate (APR) for the banking the assessment costs was six percent. <br />He stated that the APR was fixed. <br /> <br />City Manager Taylor pointed out that the motion required an affirmative vote of at least six councilors. <br /> <br /> Roll call vote; the motion passed, 6:1; Councilor Taylor voting in opposition. <br /> <br /> Councilor Solomon, seconded by Councilor Taylor, moved that the City adopt Council Bill <br /> 4903, an ordinance levying assessments for Garden Way.
