LH Fund 3, LLC 9 | Page <br />(b) Encourage the Eugene Water & Electric Board and other utility providers to relocate utility lines underground in areas designated as neighborhood gateways on the Neighborhood Gateways map. (Policy 2) <br />There is no development proposed with this application except for the annexation of Tax Lot 03000 and Tax Lot 02900. Any future development would comply with this criterion. EC 9.9700 16(b) Neighborhood Design Element, Neighborhood Gateways criterion is not applicable. <br />(17) Neighborhood Design Element - Natural Resource Area Protection. Significant wetland, riparian, waterway, and upland sites in the Willakenzie area shall be protected from encroachment and degradation in order to retain their important functions related to fish and wildlife habitat, flood control, sedimentation and erosion control, water-quality control, and groundwater pollution control. (Policy 1) <br />There is no development proposed with this application except for the annexation of Tax Lot 03000 and Tax Lot 02900. Any future development would comply with this criterion. EC 9.9700 17. Neighborhood Design Element, Natural Resource Area Protection criterion is not applicable. <br />(18) Neighborhood Design Element - Historic Preservation. The City shall identify and encourage preservation of significant historic and cultural resources including buildings, sites, structures, objects, agricultural landscapes, and other landscape elements in the Willakenzie area. (Policy 1) <br />There is no development proposed with this application except for the annexation of Tax Lot 03000 and Tax Lot 02900. Any future development would comply with this criterion. EC 9.9700 18. Neighborhood Design Element, Historic Preservation criterion is not applicable. <br />3. The proposed annexation will result in a boundary in which the minimum level of key urban facilities and services, as defined in the Metro Plan, can be provided in an orderly, efficient, and timely manner. <br />The proposed boundary results in key urban facilities and services provided in an orderly, efficient and timely manner. Utilities required to serve the property are located within the right-of-way as shown on the Site Plan. <br />Electric power facilities are currently provided by Eugene Water and Electric Board, natural gas facilities are provided by Northwest Natural, and wastewater and storm sewer lines are existing. Water is currently provided via a well. <br />As discussed below, public services are in place and readily available to the properties proposed for annexation. Because of the proximity to the surrounding urban facilities, services can be provided in an orderly, efficient, and timely manner. <br />- Electrical service is provided by EWEB. Underground wires are available for connection along Walton Lane via tax lot 2900. Overhead wires are available for connection along the south portion of the parcel via tax lot 3000.- Water service is provided by an onsite well but will be transferred to EWEB upon annexation. Water mains are accessible from multiple locations. - A 8” wastewater main exists along Walton Lane and is available for connection on the east side of tax lot 3000 and the east side of tax lot 2900. - The city stormwater system consists of an 8” main and curb inlets in Walton Lane. - Willakenzie/Eugene RFPD currently provides fire service to the area. Upon annexation, service will be provided by Eugene Springfield Fire. - Tax lots 03000 and 02900 can be accessed via a private drive. There is no frontage on Walton Lane. There is no development proposed at the time, however future development will comply with access and frontage requirements. - The property is within the Eugene School District 4J and is within the district boundaries of Gilham Elementary School, Cal Young Middle School, and Sheldon High School. - Garbage collection service is provided by private firms. Regional disposal sites and the Short Mountain Landfill are operated by Lane County. - Police protection can be extended to this site upon annexation consistent with service provision throughout the City. <br />March 11, 2019, Meeting – Item 3C
