Staff will provide an overview of the in-progress items at the work session. <br />Next Steps In addition to the work currently in progress, staff have identified two key actions to prioritize next: 1. Complete and adopt the Housing chapter of the Comprehensive Plan. 2. Complete and adopt the Comprehensive Plan Map, with parcel-specific data. <br /> These two items will ultimately lead to the alignment of the Zoning map with the Comprehensive Plan map, which will clarify citywide policies about housing and reduce uncertainty about allowed housing types throughout Eugene. Implementing these items lays a foundation that will make it simpler to implement many other actions identified in the HTS Action Inventory. Completing and adopting these policy documents will reduce the need for some administrative processes, which will reduce costs for building housing. For a description of the policy framework, please see <br />Attachment B. <br /> Future work will include changes to the land use code. Staff intend to analyze and organize the remaining recommended actions in the inventory into logical packages to bring back to council for consideration once the land use code audit is completed by summer 2019. The remaining actions recommended to reduce builders’ cost and time burden will be focused on as staff work through the current list of in-progress items. Consideration will be given to unintended consequences of changes in fee structures and programs, while ensuring the City’s goals for health, safety, and service are not compromised. Staff are committed to systematically working through all the recommended actions listed in the inventory. Like the housing challenge before us, the work is complicated with no quick, easy solutions and requires multiple approaches to be effective. Given the number of moving parts and complexity of this work, communication is critical. Staff will provide quarterly updates to council and stakeholders on the progress addressing recommended actions in the inventory.
