<br /> March 11, 2019, Meeting – Item 4 <br /> <br />$2.0 million to replace the West Irwin Pump Station, and $1.5 million for wastewater services for new development. Finally, Stormwater is planning to invest $16.4 million, primarily for rehabilitation and improvements. Projects include the continuation of drywell removal ($3.0 million), which is mandated by the Department of Environmental Quality, and system rehabilitation ($6.6 million). With the exception of General Capital Projects, the vast majority of funding for CIP projects is restricted to a particular use, such as the 2017 Street Bond for transportation projects, funding for airport projects, wastewater and stormwater charges, local motor vehicle fuel tax revenue, system development charges, airport passenger facility charges and more. General Capital Projects refer mostly to capital improvements and preservation for public buildings and facilities, which account for $23.1 million, or 8.7 percent, of planned capital spending over the next six years. General capital projects are primarily funded through the City’s General Fund. CIP Development and Review Process During the summer and fall of even numbered years, staff compiles the draft CIP using input and requests from a variety of sources including council-adopted plans and policy documents, maintenance monitoring programs, funding directives from federal and state grants and mandates, public input and more. The draft CIP is subsequently published and made available to the public. Following review of the CIP by the Budget Committee, and adoption by the City Council, the projects become the basis for preparation of the City’s Capital Budget for the next two fiscal years. The draft CIP document was made available on the City’s website on February 7, 2019. Information about the draft FY20–25 CIP was also sent electronically to interested citizens via the City Council newsletter, Neighborhood Services bulletin, and the Budget Interested Parties e-mail list. Hard copies of the draft CIP document were made available to the public at the Finance Division and the City Manager’s Office. At their request, a presentation on the draft FY20–25 CIP was made to the Planning Commission at their February 25, 2019, meeting. The Budget Committee held a public comment period on the draft FY20–25 CIP on February 20, 2019. One member of the public provided comment expressing thanks and support for the GHG data included in the new document. The committee passed a motion to recommend that the City Council adopt the FY20–25 CIP as proposed. <br />PREVIOUS COUNCIL DIRECTION City Council acts on the CIP on a biennial basis.
