Policy F.28 (Transportation Element) "Construct sidewalks along urban area arterial and <br /> collector roadways, except freeways." <br /> <br />Garden Way will be improved with sidewalks and other pedestrian amenities. <br /> <br />39. Policy F.37 (Transportation Element) "Consider and include among short-term project <br /> priorities, those facilities and improvements that support mixed use, pedestrian-friendly <br /> nodal development, and increased use of alternative modes." <br /> <br />Improvements to Garden Way are included in the Capital Improvement Plan. These <br />improvements are necessary for the successful completion of the Chase Gardens nodal <br />development area, a proposed mixed-use, pedestrian-friendly area. The improvements will be <br />fimded through traditional sources, such as assessments and developer contributions. <br /> <br />40. Policy 2 (Energy Element Page III-J-5) "Carefully control, through the use of operating <br /> techniques and other methods, energy-related actions, such as automobile use, in order to <br /> minimize adverse air quality impacts. Trade-offs between air quality and energy actions <br /> shall be made with the best possible understanding of how one process affects the other." <br /> <br />The plan promotes the use of alternative modes of transportation (transit, bicycles, and walking) <br />by providing an attractive and interconnected pedestrian system, on-street and off-street bicycle <br />Facilities, and transit enhancements at several places on the site. The need to use an automobile <br />for all trips will be reduced due to the proximity between residential, commercial, and <br />recreational areas and the availability of facilities that promote alternative mode use. Increased <br />use of alternative modes should result in reductions in adverse air quality impacts from <br />automobile use. <br /> <br />41. Policy 7 (Energy Element Page Ill-J-5) "Encourage medium- and high-density <br /> residential uses When balanced with other planning policies in order to ma:ximize the <br /> efficient utilization of all forms of energy. The greatest energy savings can be made in <br /> the areas of space heating and cooling and transportation. For example, the highest <br /> relative densities of residential developrnent shall be concentrated to the greatest extent <br /> possible in areas that are or can be well served by mass transit, paratransit, and fbot and <br /> bicycle paths." <br /> <br />The proposed amendments retain the Willakenzie Area Plan yield for high density housing in the <br />Chase Gardens area. All areas designated for higher-density development and the commercial <br />center are located close to proposed transit routes and bicycle routes.
