EUGENE CITY COUNCIL
AGENDA ITEM SUMMARY

c

Work Session: Police Auditor Recruitment Process

Meeting Date: September 10, 2008
Department: Central Services
www.eugene-or.gov

Agenda Item Number: A
Staff Contact: Alana Holmes
Contact Telephone Number: 682-5765

ISSUE STATEMENT
This is a work session to review information received from executive search firms regarding the
upcoming Police Auditor recruitment process and to choose which firms should be considered further.

BACKGROUND
The position of Police Auditor was vacant as of August 22,2008. In a City Council work session on
August 11, 2008, the council passed a motion to hire a recruiter to assist with the recruitment and
selection of a Police Auditor and create a timeline. In addition, the council agreed that the council
officers would review a list of potential recruiters and bring back a recommendation to the full council
on September 10, 2008.

A number of recruitment firms were researched and 19 firms were given the opportunity to respond to
questions and submit information regarding completing a potential search for the position of Police
Auditor.

A copy of the responses from the top seven recruitment firms reviewed by the council subcommittee,
and staffs evaluation of those materials, is attached for the full council to review. The attached
screening matrix (Attachment A) was developed, scored, and screened by staff. Each councilor is asked
to review the materials independently as guidance and feedback from the council regarding which firms
should be considered further is being sought. Council officers ask that each councilor review the
attached materials and choose the top two or three firms that they would like to consider further.
Councilors are invited to participate in a phone interview with the top recruitment firms on September
1 ih following the scheduled work session. In addition, councilors are encouraged to provide guidance
on any additional information they might want to ask the top firms during the interview process.

RELATED CITY POLICIES
This work item relates to the council values of a "Safe Community" and "Effective, Accountable
Municipal Government."

LICMOl2008 Council Agendas1M0809101S080910A.doc
