<br />ATTACHMENT B <br />Street Classification Numerical Ratings <br />Average Daily Traffic(ADT): <br /> Streets are given ratings based on the ADT of the section <br />in question. The higher the ADT, the higher the rating. If the street is long enough to have <br />several different measured volumes for different segments, an average over the entire <br />section is used. Present-day traffic volumes are used, except for proposed new streets or <br />segments of roadway that are undergoing rapid growth. In these cases an estimate of <br />future volume is used. <br />Average Daily Traffic Rating <br />Up to 1,500 vehicles per day 0 points <br />1,500 to 2,500 1 point <br />2,500 to 7,500 2 points <br />7,500 to 20,000 3 points <br />over 20,000 4 points <br />Alternative Modes <br />: The rating for this criterion is based on the number of modes <br />(sidewalks for pedestrians, bicycle lanes or routes, and transit) present on that section of <br />street. The more modes, the higher the rating. For this criterion, both existing and planned <br />facilities or transit routes are considered. <br />Alternative Modes Rating <br />no alternative mode 1 point <br />1 alternative mode 2 points <br />2 alternative modes 3 points <br />3 alternative modes 4 points <br />(Note: For Eugene’s streets these three modes--pedestrian, bicycle, and bus transit--are <br />the relevant non-auto modes for street classification purposes. Because there are only <br />three modes, the rating system only spans a range of four points. Since the other criteria <br />have a range of five points for each street segment, the range for Alternative Modes is set <br />at a minimum of 1 point, maximum of 4 points, so that Alternative Modes are not <br />weighted less than other criteria.) <br />Length: <br /> The length of the street is measured and the longest streets are given the highest <br />points and the shortest streets are given the least number of points. The ranges used to <br />group streets into rating categories are based on American Association of State Highway <br />and Transportation Officials (AASHTO) standards of mileage distribution of urban street <br />and roadway systems, adjusted somewhat to fit the size and scale of Eugene. <br />Length Rating <br /> <br />
