Natural Resources on the Royal Avenue Specific Plan Land Use Diagram. <br />Phase H acquisition shall not occur until the property owner gains finn[ <br />approval of an annexation request for land designated in the RqvalAvenue <br />Specie Plan for Commercial Mixed-Use devdopmen~. The general areas <br />involved in Phase I and Phase II acquisition are shown on the attached map <br />labeled Ronald Bounds Phased Wetland Acquisition. The property owners <br />may initiate a request that the City purchase these lands for their planned <br />use at any time~ <br /> <br />Acquisition of land necessary- for the construction of the drainage corridor <br />and for wetland management purposes on property owned by James and <br />Peggy Wallace (Map and Tax Lot # 17-04-29-11~01000 and 1%04-29-00~ <br />01100) and Robert and Mary' Larsen (Map and Tax Lot # 17-04~29-11-00900) <br />shall be accomplished in two phases. The area involved in Phase I <br />acquisition shall be limited to that needed for construction of the drainage <br />eorridor~ The area involved in Phase H acquisition shall include the <br />remainder of the land on those parcels designated as Wetland Mitigation / <br />Natural Resources use on the Royal Avenue Specific Plan Land Use <br />Diagram~ Phase II acquisition shall not occur until the subject property is <br />annexed to the City and final approval of a land partition or of any new <br />subdivision or planned unit development which includes land abusing <br />Royal Avenue is gained. The general areas involved in Phase I and Phase II <br />acquisition are shown on the attached map labeled Wallace / Larsen Phased <br />Wetland Acquisition. The property owners may initiate a request that the <br />City purchase these lands for their planned use at any time. <br /> <br />With the exception of the future extension of Roosevelt Boulevard and the <br />reconstruction of Royal Avenue, the City shall not require the construction of <br />any street or alley depicted on the Royal Avenue Land Use diagram until the <br />property on which that street or alley is shown is annexed to the City and <br />approved for new' development. New development is defined, for the purpose <br />of this policy, is the same as that of Policy #2. <br /> <br />Following adoption of the Eugene Code by Lane County~ the City shall work <br />with the Eugene Historic Review Board to secure grant funding to complete a <br />cultural resource survey for buildings, sites, structures, and landscape <br />elements within the Royal node planning area. <br /> <br />Amend Map 9.3805 SzRN Royal Node Special Area Zone and Subareas to: <br /> <br />Change the proposed designation of Ron Bounds home site (Map and Tax <br />Lot number 17-04-20~00--1300) from Drainage Corridor to CMU <br />Commercial Mixed Use.
