As a result of the public hearing and work sessions, both planning <br />commissions recommended adoption of the Plan be delayed pending completion of additional <br />wetlands work. That work was completed during 2001. <br /> <br /> On January 157 2002~ the proposed amendments and notice of another joint public <br />hearing was mailed to the Oregon Department of Land Conservation and Developrnent as required <br />by ORS 197.610. No comment was received in response to the notice. <br /> <br /> On February 1, 2002 and February 25, 2002, notice of the Planning Commissions' <br />hearing was mailed to property owners, neighborhood groups, and other interested parties. <br /> <br /> H~ The Eugene and Lane County Planning Commissions held a joint public hearing on <br />the measures to establish the Royal Node on March 5, 2002. <br /> <br /> The Eugene Planning Commission held a work session on April 16~ 2002 and <br />unanimously recommended approval of the measures with certain revisions. After a work session <br />on June 4~ 2002~ the Lane County Planning Commission also unanimously recommended approval <br />of the measures w/th the revisions identified in the Eugene Planning Commission recommendation. <br /> <br /> J, On August 28, 2002, notice of the Joint Eugene City Council/Lane Count5, Board of <br />Commissioners hearing was mailed to owners of property subject to the amendments~ the <br />neighborhood association, and those who had requested to be placed on the Interested Parties list for <br />the Metro Plan amendment. Notice of that hearing was also published in the Register-Guard on <br />August 28~ 2002. <br /> <br /> K~ The Eugene City Council held a public hearing on the request on September 18~ 2002, <br />and is now ready to take action on the requested amendments. <br /> <br /> L, Evidence exists w4thin the record and the findings attached hereto that the proposal <br />meets the requirements of Chapter 9 of the Eugene Coder 1971, and the requirements of applicable <br />sta~e and local law. <br /> <br />NOW, THEREFORE, <br /> <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br /> Section 1. The Metro Plan Diagram is amended to add the ND-Nodal Development <br />designation to the property identified on Exhibit A attached to this Ordinance. The underlying plan <br />designations for these properties shall remain. <br /> <br /> Secfion2~ Consistent with the provisions of EC 9.7750(4), the Bethel~Danebo <br />Refinement Plan land use diagram designation for the identified property is automatically amended <br />to apply the ND:Nodal Development designation, as depicted on Exhibit A attached hereto. <br /> <br />Ordinance - 2 <br /> <br /> <br />
