Amendments to the BethebDanebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for developmem regulations and infrastructure improvements within the Royal Avenue <br />Specific Plan area. The Royal Avenue Specific Plan provides for retention of approximately 44 <br />acres of open space within the planning area. Open space is provided within the linear drainage <br />corridors, in several areas designated for wetland mitigation and natural resources, and within the <br />Bonneville power Administration powerline corridor right-of-way, The Royal planning area abuts <br />the 400 acre 1135 wetland restoration area and is visually and functionally integrated with that open <br />space fbature. <br /> <br />24~ <br /> <br />Policy 2 (3~illamette River Greenwaj,. The Royal Avenue Specific Plan provides for an open drainage system that <br />preserves much of the existing waterways and creates one new waterway. The drainage corridors <br />are planned as a linked open space system that provides for numerous recreational and resource <br />values. The drainage c{Jrridors will provide space for wetland protection, enhancemem, and <br />rrfit~gation; for plant and animal habitat; and for a 1.5 mile bicycle and pedestrian route. The <br />drainage corridors will also provide a development amenity for adjacent low-density residential. <br />medium-density residential and commercial development. <br /> <br />25. Policy 5 ([4zillamette River Greenway, River Corridors, and gZaterway Element Page III-D- <br /> 4 ~ <br /> 9 New development that locates along river corridors and waterways shall be limited to <br /> uses that are compatible with the natural scenic, and environmental qualities of those water <br /> features." <br /> <br />Uses adjacent to waterways in the draft plan include low- and medium-densky housing, <br />neighborhood-scale commercial development, wetland mitigation and natural resources areas, <br />bicycle and pedestriar~ trails, parks, a~d streets. Design ~nd developmem standards in the <br />amendments to the Eugene Code that implement the Royai Plan attempt to insure compatibility by <br />eliminating the potential for the edges of waterwavs to be lined with fences~ thereby reducing <br />physical and visual access to the channels. <br /> <br />26.
