Exhibit A <br /> <br />Findings of Consistency of Royal Nodal Development Amendments <br />with Criteria for Approval of Amendments to the Eugene Code <br /> <br />The Eugene City Council will apply the folio-wing criteria from EC 9.8065 to the proposed code <br />arnendment: <br /> <br />(1) Is with applicable statewide planning goals adopted by the Land Conservation and <br /> Development Commissiom <br /> <br />Goal ] * Citizen Involvement <br />To develop a citizen involvement program that insures the opportunit/y for citizens to be involved in <br />all phases of the planning process. <br /> <br />The Eugene Ckizen Involvement Committee reviewed and approved a citizen involvement program <br />and ~nterested parties list fbr the project. The citizen involvement program proposed ~br the project <br />was fully executed. Consideration of the Royal Node provisions began with a joint public hearing <br />on July 11, 2000. Department of Land Conservation and Development notice, notice to property <br />owners and interested parties and newspaper publication was provided for that hearing. Between <br />June and November 2000, the Eugene Planning Commission held four work sessions and the Lane <br />County Planning Commission held one work session. With a revised proposal for the node, <br />notification of a joint Planning Commission work session and hearing on the project was mailed to <br />the interested parties list on February 1, 2002; that mailing list contained more than 250 names. <br />Notification of the joint City Council / Board of County Commissioners hearing on the project was <br />mailed to the interested parties list and published in the Register-Guard on August 28, 2002. Staff <br />presented information on the project to numerous neighborhood and special interest groups <br />throughout the course of this project. Therefore, the amendments are consistent with Goal 1. <br /> <br />Goal 2 - Land Use Planning. <br />7'0 establish a land use planning process and poticy framework as a basis Jbr all decisions and <br />actions related to use of land and to assure an adequate fdctual basis for such decisions and actions <br /> <br />The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the policy tool that provides <br />a basis for decision-making in this area. The Metro Plan was acknovdedged by the State in 1982 to <br />be in compliance with statew4de planning goals. These findings and record show that there is an <br />adequate factual base for the measures to establish the Royal Avenue Node. To comply with the <br />Goal 2 coordination requirement, the City coordinated the adoption of the ordinances with Lane <br />County, the Oregon Department of Land Conservation and Development, the Oregon Deparm~ent <br />of Transportation, the Oregon Division of State Lands, the US Army Corps of Engineers, Bethel <br />School District 52, the US Department of the Interior - Bureau of Land Management, the US <br />Department of Commerce ~ National Marine Fisheries Service, the Oregon Department of <br /> <br />Exhibit A - 1 <br /> <br /> <br />
