21. <br /> <br />Policy 19 (Environmental Resources Element Page III-C-1 O) "Local governments shall <br />develop policies and local controls for protection and management of wetland areas by <br />completion of the next Metro Plan update." <br /> <br />Amendments to the Bethel-Danebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for development regulations and infrastructure irnprovements within the Royal Avenue <br />Specific Plan area. The Royal Avenue Specific Plan proposes a unique approach to wetland <br />protection and management within the plan area. The recommended approach is applicable only to <br />the Royal node area and is not suggested for areas outside of the node. <br /> <br />2Z <br /> <br />Policy 20 (Environmental Resources Element Page III-C-i O) "In order to improve water <br />quality and quantity in the metropolitan area, local governments shall consider developing <br />regulations or instituting programs to: <br />a. increase public awareness of techniques and practices private individuals can employ <br /> to help correct water quality and quantity problems; <br />b. Improve management of industrial and commercial operations to reduce negative <br /> water quality and quantity impacts; <br />Regulate site planning fbr new development and construction to better control <br />drainage and erosion and to manage storm runoff; <br />d. Increase storage and retention of storm runoff to lower and delay peak storm flows; <br />e. Utilize natural and simple mechanical treatment systems to provide treatment fbr <br /> contaminated runoff waters; <br />f. Reduce street-related water quality and quantity problems; <br />g. Minimize use of toxic substances; and <br /> Minimize the effects of chemical and petroleum spills. <br /> <br />~Xmaendrnents to the BethebDanebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for development regulations and infrastructure improvements within the Royal Avenue <br />Specific Plan area. The Royal Avenue Specific Plan provides for implementation of various water <br />quality treatment measures including drainage swales along streets~ median bioswales and other <br />stormwater infiltration devices to improve the quality of stormwater runoff from streets and other <br />impervious surfaces. <br /> <br />23~ <br /> <br />Policy 25 (Environmental Resources Element Page III-C-il) "When planning for and <br />regulating development, local governments shall consider the need for protection of open <br />spaces, including those characterized by significant vegetation and wildlife.
