Adoption of the Royal nodal development implementation measures is one of the actions required <br />to comply with this policy. <br /> <br />36. <br /> <br />Policy F-13 (Transportation Element) "Support transportation strategies that enhance <br />neighborhood livability." <br /> <br />Amendments to the Bethel-Danebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for development regulations and infrastructure improvements within the Royal Avenue <br />Specific Plan area. The Royal Avenue Specific Plan provides fbr (1) extension of transit service and <br />expansion of the bikeway system to the area, expanding the range of alternative modes choices for <br />area residents; (2) areawide traffic calming and narrower street cross-sections to reduce traffic speeds <br />and minimize cut-through traffic in the neighborhood; (3) an off-street bicycle and pedestrian trail <br />along drainage corridors for the recreational enjoyment of area residents; and (4) a highly- <br />intercormected pedestrian network utilizing setback sidewalks and off-street pedestrian paths that <br />provide for separation from motor vehicle traffic. Ail of these factors will enhance neighborhood <br />livability. <br /> <br />37~ <br /> <br />Policy F-14 (Transportatio?~ Element) "Address the mobility and safbty needs of motorists, <br />transit users, bicyclists, pedestrians, and the needs of emergency vehicles when plarming and <br />constructing roadway system improvements." <br /> <br />See #34 above. <br /> <br />38. <br /> <br />Policy F-17 (Transportation Element) "Manage the roadway system to preserve safbty and <br />operational efficiency by adopting regulations to manage access to roadways and applying <br />these regulations to decisions related to approving new or rnodified access to the roadway <br />system?' <br /> <br />Amendments to the Bethel-Danebo Plan require that the Royal Avenue Specific Plan serve as the <br />basis for development regulations and infrastructure improvements within the Royal Avenue <br />Specific Plan area. The Royal Avenue Specific Plan provides for a development pattern that uses <br />alleys to provide automobile access to development fronting on collector and arterial streets.
