RESOLUTION NO. 5262 <br />A RESOLUTION SUPPORTING ALLOCATION OF LOTTERY BACKED <br />BOND FUNDS TO THE EUGENE FAMILY YMCA FOR CONSTRUCTION <br />OF A NEW YMCA FACILITY IN EUGENE. <br />The City Council of the City of Eugene finds that: <br />A. As one of Oregon's oldest non-profit organizations, the Eugene Family YMCA has <br />unfailingly addressed its community's needs since 1887. Over these 132 years the Y has operated <br />out of train cars in logging camps, rooms on the University of Oregon campus, in the downtown <br />corridor, and now at its current location on Patterson St. The physical dimensions and design of <br />the Y have always been a beautiful reflection and representation of a local grass-roots organization <br />evolving to address community needs. For over 130 years the Eugene Y has stood on its own and <br />operated a sustainable business model. However, the existing Y must now transition and expand <br />in order to address needs that previous generations could hardly have imagined and this next phase <br />of its existence needs one-time State support. <br />B. The Y's recent market research determined that the number one reason individuals <br />in proximity to the Y do not take advantage of its programs and services is simply because of <br />concerns with the state of the building and lack of parking. Despite these limitations, the Y <br />continues to consistently establish new members -served benchmarks and each year surpasses any <br />previous period in its history. When a new 70,000 -square foot YMCA is built in Eugene, it will <br />serve thousands more as it doubles its membership. This doubling of impact would not be possible <br />without a new facility. <br />C. The City Council recognizes that building a new YMCA will build confidence, <br />health, independence, and improve the lives of youth for generations. With the State's support of <br />the new flagship YMCA facility in Eugene, the Y will be well positioned to begin a multi-year <br />project to significantly expand services and locations throughout Lane County. The work that <br />once took place in a train car is so much more demanding today. The Y, its volunteers, partners, <br />and donors stand ready to link their resources with the State's and make this next transformation <br />for the Eugene Y possible. <br />NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br />Section 1. The City Council supports the allocation in 2019 by the Oregon legislature of <br />lottery backed bond funds to the Eugene Family YMCA for the construction of a new YMCA <br />facility, provided that the current video lottery proceeds for local economic development are <br />maintained. <br />Resolution - Page 1 of 2 <br />f00308302;3 } <br />
