29 <br />EUGENE VISION ZERO <br />Communities of Concern <br />As a guiding tenant of the Action Plan, equity will help guide implementation of Vision <br />Zero in Eugene. Identifying Communities of Concern helps the City become more aware of <br />historically underserved and disadvantaged neighborhoods in Eugene that may need and <br />deserve more equitable transportation investments. The City acknowledges that there have <br />been historic disinvestments in some communities over Eugene’s history. Compared to other <br />neighborhoods, residents living in Communities of Concern may have fewer choices about <br />how, when and where they move around our City, putting them at a higher risk of danger as <br />they use our streets. <br />The City will prioritize transportation safety investments in Communities of Concern. Our <br />Vision Zero guiding tenets direct that both equity and safety data are used to identify and <br />prioritize investment. <br />Upon adoption of this plan, the City will undertake the action of developing a Communities of <br />Concern map to guide investments. <br />David Minor, age 27 <br />David Minor was riding his bike when he was struck <br />and killed by a car while turning at 13th & Willamette. <br />He enjoyed music, skiing, camping, gardening, and <br />spending time with his family and many friends. <br />David was a dreamer, a thinker, a lover of life, and <br />a passionate believer in social justice. He inspired <br />those who knew him in the way he lived his life: <br />championing the rights of all people, cherishing and <br />nurturing relationships, and being a good steward of the <br />environment. He was funny and fun, smart and kind, and will <br />always be missed by those who knew and loved him. <br />David’s parents are working with the City of Eugene to develop a two-way <br />protected bike lane on 13th from downtown Eugene to the UO. <br />April 10, 2019, Work Session – Item 1
