34 <br />EUGENE VISION ZERO <br />Impairment <br />With the amount of microbrews, marijuana and illicit drugs available in Eugene, driving, biking <br />or walking under the influence of alcohol or drugs is a temptation that some Eugenians <br />experience in their daily lives. Fatal and life-changing injury crashes that involve impairment <br />negatively impact far too many of our community members. Actions in this area include <br />educational activities, focused increase of enforcement, and institutional changes to make <br />enforcement more feasible. <br />The Lane Council of Governments (LCOG) has already convened a workgroup focused on <br />developing strategies that will reduce driving under the influence throughout our region. The <br />City of Eugene participates in this effort and will continue to partner with LCOG on many <br />actions in this area. <br />Key Implementers <br />• City of Eugene Police Department <br />• Lane Transit District <br />• LCOG Safe Lane Coalition <br />• Oregon Department of Transportation <br />• University of Oregon <br />• Alcohol serving establishments <br />• Marijuana dispensaries <br />• Taxi and Transportation Network Companies and their drivers <br />Two-year actions <br />I-1: Regularly deploy (year-round) high-visibility DUII enforcement in high-priority areas <br />on nights with higher concentrations of severe and fatal crashes and on days with major <br />community events. Pair enforcement with education. <br /> <br />I-2: Create and routinely deliver collaborative driving, walking, and bicycling under the <br />influence social marketing campaign(s). Time campaign and media slots with holidays <br />or major celebrations that may spur impaired driving, biking and/or walking. Include <br />enforcement effort notification in campaigns. <br />I-3: Collaborate and build partnerships with transit, taxi companies, transportation network <br />companies (TNCs) like Uber or Lyft, Oregon Liquor Control Commission, bar owners and <br />dispensaries to reduce driving under the influence, especially targeting hot spot locations. <br />Five-year actions <br />I-4: Increase the number of police officers trained as Drug Recognition Experts. <br />I-5: Support statewide efforts to reform DUII standards related to Blood Alcohol Content, <br />arrest and adjudication process, and repeat offenders. <br />April 10, 2019, Work Session – Item 1
