EUGENE VISION ZERO <br />the person driving and the person walking or <br />biking was impaired . "DRE" in <br />the crash form shown here stands for Drug <br />Recognition Expert, an officer who has received <br />training in recognizing drug impairment. <br />Noelle was one of those magical people -high energy, <br />beautiful, kind, creative and goofy. When she entered a <br />room, the lights got brighter and laughter increased. <br />She was gifted with children, dancing, cooking, <br />and art. Her future included traveling the world and <br />becoming a pediatrician or pediatric nurse. Noelle <br />was killed at age 23 ½, the night she was celebrating <br />her half birthday. She was killed as a passenger in a car <br />driven by a friend that was drunk and also speeding. <br />15
