Exh~bR C <br /> <br />Findings of Consistency of Crescent Avenue Nodal Development Amendments <br /> with Metro PLan Amendment and Zone Chang~ Criteria <br /> <br />The Eugene City COuncil Mil apply the following criteria from Eugene Code Section 9.7730(3) <br />to the prOPosed Metro Plan amendment: <br />(a) The amendment must be consistent x~4th the relevant statewide planning goals adopted by <br /> the Land conserVatiOn and Development Comm/ssion; and <br />(b) Adoption of the amendment must not make the Metro Plan internally inconsistent. <br /> <br /> sol C_ousistenc~..~i..~h ~Metr_____~.P!..an Amendment.Crt <br /> <br /> The amendment must be consistent with the relevant statew4de planning goals <br /> adopted by the Land Conservation and Development CommissiOn. <br /> <br /> Goal 1 - CR4~zen Involvement: To develop a citizen involvement program that insures <br /> the °PPortunityjbr citizens to be involved in ail phases °f the planning process. <br /> <br />The City has acknowledged provisions for citizen involvement Which insure the opportuni~ for <br />ck~zens to be involved ~ all phases of the planning process and set out requirements for such <br />invOlVement. The action taken did not amend the citizen involvement program. The process for <br />adopting these amendments complied Mth Goal 1 since k complied Mth~ and surpassed the <br />requirements of, the ckizen involvement provisions. <br /> <br />The Metro Plan amendment apPlication is subject to the public notification and hearing processes <br />adopted by the City of Eugene in EC 9~7720 a-nd 9.7735, as modified by the Eugene Cit~~ coUncil <br />for ~s C;unciMvitiated ~endrnent under EC 9.7750(t), and in EC 917520. <br /> <br />On October 18, 2002, notice of a joint public hearing to be held by the Eugene and Lane CoUnty <br />Planning commissions wSth maps depicting the proposed amendments was mailed to the Oregon <br />Dep ent of Land ConserVation and DeveloPment as required by ORS I97.610. No cogent <br />was received in response to the notice. On November 1, 2002, notice of the public hearing Was <br />mailed to property o~mers and occupants, to persons x~;ho requested notice and to Eugene <br />ne~ghbOrh°od associations. On November 13, 2002, notice was mailed to properVy o~vners <br />witch 300 feet of the area and notice was published in The Register-Guard. On December <br />2002, the Eugene and Lane County planning commissions helc~ a joim public hearing on the <br />proposed amendments and comPleted their recorrmaendations followSng the public hearing. <br /> <br />Ex,bit C - 1 <br /> <br /> <br />
