1 | Page <br /> <br />Introduction <br />The Toxics Right-to-Know Program started in 1996 by amendment to the Eugene City Charter. <br />The Program was created to facilitate the collection and distribution of information related to <br />the use and disposition of federally listed hazardous substances, by qualifying businesses. <br />Since 1998 the program as been funded through the assessment of fees paid by businesses <br />which are: physically located within the Eugene city limits, use any quantity of listed <br />hazardous substances, have at least 10 full time equivalent (FTE) employees, and operate <br />within the #2000-3999 SIC codes. <br />Each section of the workplan as a summary, a list of general tasks, and an estimate of staff <br />time allotment. Tasks are grouped by similarity and by synergy (a decrease in time spent on <br />one can lead to an increase in another). Due to the interaction between tasks the time <br />allotment is given by section. <br />For fiscal year ’20, the Workplan has been created with a 90/10 split of staffing between the <br />Toxics Program and Eugene Springfield Fire Marshal’s Office. The Toxics Program will fully <br />fund ninety percent (90%) of staffing personnel costs (e.g. wages, benefits, taxes) and receive <br />a direct proportional amount of staff time over the course of the fiscal year.
