The consistency of these conditions with the Specific <br />Goals of the East Alton Baker park Plan, and that plan's consistency with Goal 8 and <br />Goal 15, meets the requirements of this Goal. <br /> <br />Goal 9 - Economic Development <br /> <br />To provide adequate opportunities throughout the state for a variety of economic <br />activities vital to the health, welfare, and prosperity of Oregon's citizens. <br /> <br />This goal is intended to address the land use needs (inventoo9 for employment <br />opportunities in commercial and industrial sites: <br /> <br />"?rovide for at least an adequate supply of sites of suitable sizes, Opes, locations, and <br />se~wice levets jfbr a variety of industrial and commercial uses consistent with plan <br />policies." <br /> <br />"Limit uses on or near sites zoned for spec~c industrial and commercial uses to those <br />which are compatible with proposed uses." <br /> <br />This exception does not affect commercial or industrial lands inventories, nor does it <br />limit access or other services to such sites. The efficient movement of vehicles and goods <br />through and throughout the metropolitan area is a key component to a sound economy: <br />"In conjunction with the overall transportation system, recogntzing the needs of other <br />transportation modes, promote or develop a regional roadway system that meets <br />combined needs for travel through, within, and outside the region." (TSI Roadway <br />Policy #3: Coordinated Roadway Network, December, 2001 TransPlan) "?reserve <br />corridors, such as rail rightsof-way, private roads, and easements of regional <br />s~gnificance that are identified for future transportation-related uses." (TSI System- <br />Wide Policy #3: Corridor Preservation, December, 2001 TransPlan) One propose this <br />goal exception will serve is to enable continued use of this corridor for the efficient <br />movement of goods and people through and within the region. This proposed goal <br />exception is consistent with Goal 9. <br /> <br />Goal 10 - Housing <br /> <br />To provide for the housing needs of citizens of the state. <br /> <br />Similar to Goal 9, this goal is intended to protect residemial lands inventories and require <br />implementation measures that promote housing opportunities in a variety of economic <br />ranges and densities. The ODOT right of way is not zoned for residential use, nor is any <br />of the la~d within East Alton Baker Park. This proposed exception does not affect <br />residential land inventories or housing policies therefore Goat 10 does not apply to this <br />proposal. <br /> <br /> <br />
