<br /> April 22, 2019, Meeting – Item 3 <br /> <br /> <br />EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Expanded Hours at Autzen Stadium Meeting Date: April 22, 2019 Agenda Item Number: 3 Department: Central Services Staff Contact: Becky DeWitt <br />www.eugene-or.gov Contact Telephone Number: 541-682-5616 <br /> <br />ISSUE STATEMENT This is an opportunity for the City Council to discuss and provide direction on a request from the University of Oregon to make permanent a change to Eugene City Code 4.190, Consumption or Possession in Unlicensed Public Spaces Prohibited. <br />BACKGROUND City Code 4.190 (4) language provides for consumption of alcoholic beverages for a period commencing four hours in advance of scheduled collegiate football games at Autzen Stadium. In spring 2018, the University of Oregon asked the council to consider revising the code to expand the pre-game period when people can consume alcohol from four hours pre-kickoff to six hours pre-kickoff (but not earlier than 7:00 a.m.). A public hearing was held on June 18, at which three people testified in support of the ordinance. On July 9, 2018, Council voted to amend EC 4.190 as requested by the University, together with a unanimously passed motion adding a new Section 3 to the ordinance that states: “Section 1 of this ordinance shall sunset and be repealed, effective July 1, 2019, unless extended or made permanent by future Council action. If the University of Oregon (“UO”) intends to request that Council extend or make permanent this ordinance, the UO must submit to Council by April 1, 2019, the following: 1) Information regarding tailgating traffic, and alcohol-related arrests, during the 2018 football season in comparison to previous years 2) A coordinated neighborhood parking plan between the UO and the City to ensure emergency vehicle access and mitigation of negative impacts to affected areas 3) An Autzen Stadium entry and re-entry policy that addresses the issue of over-consumption of alcohol by spectators 4) An under-age drinking enforcement policy and plan for tailgating before, during and after the UO football games.” A memo and report was sent to the Mayor and City Council on March 29, 2019, from Senior Associate Athletic Director Mike Duncan, detailing the University’s response to the four criteria above and requesting a permanent amendment to the ordinance (Attachment A). <br />
