Section 5. Pursuant to Section 32(2) of the Eugene Charter of 2002, with the <br />affirmative vote of two-thirds of the members of the City Council, this Ordinance shall become <br />effective immediately upon adoption by the City Council and approval by the Mayor. An <br />immediate effective date is necessary to ensure the City's updated hazardous substance user <br />fees are effective prior to May 1, 2019, as required by Eugene Code section 3.694 and Article VII <br />of Amendment IV to the Eugene Charter of 2002. <br />Passed by the City Council this <br />151h day of April 2019. <br />RecorderCity <br />Ordinance - Page 2 of 2 <br />Approved by the Mayor this <br />1(P day of April, 2019. <br />Mayor <br />
