Re-do the steam plant with its current footprint <br />and height and be happy with that. It is not clear why the river outlook is even <br />needed. Won't the views from the upper floors be so much better? Wouldn't a crenulated hard <br />landscaped river edge with a variety of seating areas, and view areas, be able to be used by more <br />people? Why spend the money for the minimal use?
