9 APRIL 2019 | PAGE 13 <br />CITY OF EUGENE | STEAM PLANT REDEVELOPMENT DESIGN PROPOSAL <br />HISTORIC PRESERVATION <br />The Steam Plant is an important landmark in the <br />history of Eugene, a legacy of one of the significant <br />industrial landscapes along the Willamette River. <br />The building is eligible to be listed on the National <br />Register of Historic Places, and the team intends to <br />pursue this designation. This requires the team to <br />follow the rigorous process of listing the building, <br />and demonstrates our commitment to preserve <br />this landmark structure. Historic designation is also <br />necessary to pursue Historic Tax Credits that will <br />be a critical part of financing the project. <br />Preservation experts George Kramer and Donald <br />Peting have advised on the design direction, and <br />have helped the evolution of the design toward a <br />proposal that is in line with the Secretary of the <br />Interior’s Standards for Rehabilitation of historic <br />properties. Key aspects of the proposal include <br />preservation of the exterior of the Boiler 1 and <br />Boiler 2 phases of the building, including re-use <br />and rehabilitation of the existing character-defining <br />industrial sash windows. Boiler 3, the last phase <br />of addition, was constructed in a different system, <br />including Asbestos-bearing Transite panels. Our <br />proposal reconstructs Boiler 3 re-using the existing <br />windows and other exterior features as much as <br />possible, while replacing the structure and exterior <br />siding.
