Metropolitan Wastewater Management Commission Capital Improvement Program <br />RENEWABLE NATURAL GAS (RNG) UPGRADES <br />(P80095) <br />Description: <br /> This project provides the planning, decision support, and potentially design and <br />construction of Renewable Natural Gas (RNG) Upgrades consisting of biogas <br />purification facilities at the Water Pollution Control Facility (WPCF) and an <br />interconnection with the NW Natural utility grid. Together, these upgrades would allow <br />the MWMC to sell the upgraded gas (RNG) as a transportation fuel through an offtake <br />agreement with Trillium CNG. In addition, Trillium CNG would buy the environmental <br />attributes associated with this renewable fuel. <br />Status: . <br />Completed the pre-design and design phases and began the construction phaseExecuted <br />an interconnection agreement with NW Natural and began negotiations on an off-take <br />agreement with Trillium CNG. <br />Justification: <br /> Full utilization of the MWMC’s biogas. <br />Project Driver: <br />Currently, the WPCF can only utilize approximately 66% of the biogas produced with the <br />remaining 34% being flared as a waste product. <br />Project Trigger: <br />Commission approval of full project implementation by early 2020. <br />Improvement <br /> SDC Eligibility: <br /> N/A <br />Estimated Project Cost: <br />$9,670,000 <br />Estimated Cash Flow: <br />FY-17-18 = $258,334; FY 18-19 = $3,346,666; FY 19-20 = $6,065,000 <br />Prior2018-19 <br /> Expenditure/Category:YearsEst.
