Eventually, as the economy improved, he anticipated LTD would ~invest to grow" the frequency of <br />service in major corridors. <br /> <br />Mr. Kelly said he felt his question ;;was only barely answered." If LTD stated in a memorandum that <br />improved service frequency was a goal, it should be demonstrable. He did not see 15-minute headways on <br />the LCC corridor as an improvement. He said he ;;would like that followed up." <br /> <br />With regard to LTD's inability to add buses and staff, Mr. Kelly suggested that the City Council needed to <br />have a revenue discussion about ways to address the district's lack of resources. <br /> <br />Ms. Bettman determined from Mr. Viggiano that the $3 million PCE project included signal prioritization, <br />passenger facilities, and queue-jumpers. Mr. Viggiano added that plans would likely include a new <br />turnaround on the north end of River Road, which may require land acquisition. <br /> <br />Ms. Bettman expressed concern about the fact that LTD indicated the PCE project was not a precursor to <br />BRT but the two projects had some of the same elements and it was possible the PCE could carry over to a <br />BRT route. She thought that was a good idea, but ;;had heartburn" about the situation as it was her <br />perception that the decisions were made by LTD staff without any policy direction from the Eugene City <br />Council. She said if the City was investing in the corridors, the council may want to look into the cost of <br />that. <br /> <br />Ms. Bettman asked if LTD had done a cost-benefit analysis of the PCE project as opposed to BRT in regard <br />to ridership and cost. She suggested the PCE approach may be a more cost-efficient way and the money <br />proposed for BRT could be used to enhance frequencies. <br /> <br />Mr. Viggiano called the council's attention to the EmX system map mounted on the meeting room wall, <br />which included all projected routes. The River Road-LCC routes were projected to be future EmX lines. <br />The investment LTD was making on River Road and the LCC route was an investment in a future EmX <br />line. That did not dictate the timing of the third, fourth, or fifth route. Before that decision was made, LTD <br />would return to the council. <br /> <br />Ms. Bettman objected to the title of the PCE project as she did not think reducing the number of bus stops <br />and increasing headways represented enhanced service. <br /> <br />Mayor Piercy thanked Mr. Eyster and LTD staff for their presentation. She noted the interest expressed by <br />~the roundtable" in a route along West 11th Avenue. <br /> <br />C.
