In a May 8, 2019, email, the University also reiterated its continued commitment to the following Autzen policy changes: <br />• No stadium re-entry <br />• Clear bag <br />• Beer and wine sales throughout the stadium provided by licensed servers <br />• Increased professional alcohol monitors <br />• Student safe ride service for students ejected from the game Action on the ordinance is required on or before May 28 in order to prevent the previously approved expansion from sunsetting on July 1. <br />PREVIOUS COUNCIL DIRECTION June 18, 2018, Public Hearing Three people spoke in support of the proposed ordinance. July 9, 2018, Meeting Motion: Adopt an ordinance concerning Autzen Stadium and amending Section 4.190 of the Eugene Code and add a new Section 3 that states: “Section 1 of this ordinance shall sunset and be repealed, effective July 1, 2019, unless extended or made permanent by future Council action. If the University of Oregon (“UO”) intends to request that Council extend or make permanent this ordinance, the UO must submit to Council by April 1, 2019, the following: 1) Information regarding tailgating traffic, and alcohol-related arrests, during the 2018 football season in comparison to previous years; 2) a coordinated neighborhood parking plan between the UO and the City to ensure emergency vehicle access and mitigation of negative impacts to affected areas; 3) an Autzen Stadium entry and re-entry policy that addresses the issue of over consumption of alcohol by spectators; and 4) an under-age drinking enforcement policy and plan for tailgating before, during and after the UO football games.” <br />Motion passed 8:0. April 22, 2019, Meeting Motion: Direct the City Manager to schedule a public hearing on May 20 on an ordinance that will make the current ordinance permanent and direct staff to include requirements for annual reporting, no re-entry policy, alcohol monitoring and parking in the ordinance. <br />Motion passed 8:0. <br /> <br /> <br />COUNCIL OPTIONS The council’s options include: 1. Adopt the ordinance as proposed. 2. Adopt the ordinance with amendments. 3. Take no action at this meeting and schedule adoption of the ordinance on or before May 28, 2019. 4. Take no further action and allow the expanded hours to sunset.
