The left- <br />hand grey bar is equal to the local, Sector-based CRO gap. The other bars compare the scale of <br />reduction potential for actions / scenarios to the gap. As can be seen, some of the larger actions include <br />U.S. remaining in the Paris Climate Accord; community adoption of electric vehicles; community <br />participation in Northwest Natural’s Smart Energy program; lower-GHG food choices; and reduction in <br />the amount of edible food waste. <br />One action of note on Figure 10, is U.S. participation in the Paris Climate Accord and the significance of <br />domestic and international climate policy in general. The U.S. is currently in the process of withdrawing <br />from the Paris Climate Accord. Oregon imports about 44% of its goods from U.S. states outside of <br />Oregon.3 If the U.S. were to remain in the Accord, the reductions required by the Accord would have <br />had the effect of reducing GHGs from U.S. energy systems thereby lowering the amount of GHGs <br />emitted during the production of the goods imported from other U.S. states into Eugene. <br /> <br />Eugene’s consumption-based emissions are primarily a function of the fuels used to generate the <br />energy used to produce goods imported to Eugene for local consumption. Because Eugene has limited <br />control over other states’ Energy systems – Federal climate policy, or state level policy in other states is <br />required if Eugene is to reach CRO goals for consumption-based emissions. <br /> <br /> <br /> <br />3 Oregon’s Greenhouse Gas Emissions through 2015.
