Eugene CAP2.0 as related to Climate Recovery Ordinance Targets and Goals <br /> <br />Page 11 <br /> <br />APPENDIX A – EXISTING POLICY FORECAST DETAILS <br />Fossil fuel and GHG reductions are calculated in four ways for this memo, which are illustrated in Figure <br />11 and presented in Figure 12. “Year 1” represents reductions expected during the first year of project <br />implementation. “Average Annual” is the <br />annual average of reductions over the life <br />of the action. “Maximum Annual” is the <br />maximum annual reduction in 2030. For <br />some projects, like wastewater biomethane <br />to the natural gas pipeline, Year 1, Average, <br />and Maximum values will all be very similar <br />because almost all of the benefit is realized <br />the moment the system is turned on and <br />every year after for the action. Other <br />actions accumulate over time, such as <br />annual work done to improve the energy <br />efficiency of our community’s buildings. <br />These will have different Year 1 and <br />Maximum values because budgets require <br />that the actions are implemented over time. <br />The following documents and tools were <br />used to calculate reductions.
