E. Approval of Exemption from Competitive Bidding for Design/Build Services <br /> F. Resolution 4698, Concerning the 2001-2003 Biennium State Budget <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved to approve the items on <br /> the Consent Calendar. <br /> <br />Councilor Bettman had minutes corrections and also asked that Item F be pulled. She offered the <br />following corrections to the minutes. She asked that the first sentence in paragraph 2 on page 5 of <br />the minutes of November 21 work session be amended to read "cost of housing" rather than "house <br />of costing." Referring to the minutes of the regular meeting of November 26, Councilor Bettman <br />asked that the phrase in paragraph 3 on page 7 that now read "the hospital know" be changed to <br />"the hospital could know." Referring to the minutes of December 10, 2001, she asked that the <br />following be added to the second sentence in paragraph 12 on page 5 (italicized text added): "She <br />suggested that due to prevailing council sentiment the amendment wouM likely result in an <br />overct[[ decrease..." <br /> <br />Councilor Rayor pulled Item E. <br /> <br />Councilor Nathanson also pulled Item E. She offered the following corrections to the minutes of the work <br />session of November 26, 2001, asking that the third sentence in paragraph 3 be changed to read "Amending <br />the ordinance could invite a court challenge." She also asked that the last sentence in the same <br />paragraph be amended by the addition of the phrase "that would worsen the regulatory situation." <br />Referring to page 6 of the November 28 work session minutes, Councilor Nathanson asked that <br />the first sentence in paragraph 6 be modified to read "... she did not believe the totals reported included <br />the value of all in-kind services or other costs." <br />Referring to the work session minutes of November 28, Councilor Taylor asked that in the remarks attributed <br />to her on page 4, the phrase "in defense" should be changed "to explain her anticipated vote" and the entire text <br />of the letter she read be substituted for the remaining text. <br /> <br />Councilor Kelly offered the following corrections to the minutes. Referring to the November 21,2001, work <br />session, he asked that the phrase in the third paragraph on page 7 that read "defined a social service" be <br />changed to "defined social services to be inventoried." Referring to page 14 of the November 26, 2001, work <br />session, he asked that the motion to amend be changed from "voting no" to "voting yes." Referring to the <br />regular meeting minutes of the same date, he asked that the motion on page 18 that commenced with "Roll call <br />vote" end with the phrase "in opposition to the motion" instead of "in opposition to the amendment." <br />Councilor Kelly said that the November 28 minutes should indicate the meeting was a Goals Process Session <br />rather than a Goals Setting Session. He corrected a reference in the minutes to the "Institute for Sustainable <br />Ethics and Economics." Referring to the December 10, 2001, regular meeting minutes, he asked that the <br />heading of the minutes be changed to indicate it was a regular meeting held in the Council Chamber. <br /> <br />Mayor Torrey determined there were no objections to the changes suggested to the minutes. <br /> <br /> Roll call vote; the motion to approve the Consent Calendar, with the exception of items <br /> E and F, was unanimous, 6:0. <br /> <br /> MINUTES--Eugene City Council January 14, 2002 Page 5 <br /> Regular Meeting <br /> <br /> <br />
