3. WORK SESSION: Expanded Hours at Autzen Stadium <br />City Manager's Office Division Manager Becky DeWitt and University of Oregon Senior Athletic <br />Director Mike Duncan gave a brief overview of the proposal to revise the code to expand the period <br />when people can consume alcohol at Autzen Stadium prior to football games. <br />Council Discussion: <br />• Councilor Zelenka - shared his initial skepticism about the proposed extension and said the <br />past year's statistics and personal experience are initial evidence that the expanded hours <br />are working well; expressed concern that there was insufficient years' comparison of trends <br />to reach a conclusion about overall success; supported including an annual reporting <br />requirement in ordinance. <br />• Councilor Yeh - thanked University of Oregon for the time spent on parking and safety <br />issues in the Chevy Chase neighborhood; reiterated Councilor Zelenka's desire for more <br />years of data comparison; expressed support for new re-entry policy and for continuation of <br />the policy. <br />• Councilor Syrett - expressed support for data provided by University of Oregon; expressed <br />agreement with desire for more years of data for comparison; expressed support for <br />extending or passing the ordinance, to include a re-entry policy and enforcement of <br />underage drinking; supported moving the ordinance to a public hearing. <br />• Councilor Taylor - asked questions about the University's "Take Home" shuttle service. <br />• Councilor Zelenka - asked that the motion include the addition of the items mentioned by <br />Councilor Syrett to the ordinance that will be considered at the public hearing. <br />MOTION AND VOTE (including friendly amendments): Councilor Semple, seconded by <br />Councilor Pryor, moved to direct the City Manager to schedule a public hearing on May <br />20 on an ordinance that will make the current ordinance permanent and direct staff to <br />include requirements for annual reporting, no re-entry policy, alcohol monitoring and <br />parking in the ordinance.
