Mr. Meisner supported the motion. He said the committee worked hard to pare the costs of the
levy renewal while still having a main library that was open consistent hours and branches that
were open according to the standards their users demanded. He shared Ms. Bettman's optimism
the levy would pass.

Mr. Fart said he would support the motion even though he was worried about the amount above
the baseline because of his concern about limited library hours. He said that if the voters did not
support the levy at the higher amount, the council could return to them in November 2002 with the
baseline amount.

Ms. Bettman said she had examined the numbers very carefully because of her concern about the
cost, but had realized that the only fungible numbers amounted to slightly over $1 million. She
said that in terms of
the big picture, it did not seem significant. She thought the committee made good choices and
the larger amount over the baseline would not affect the voters' choices.

Mr. Pap~ indicated support for the motion but thought the council "was stretching it" in the
amount. He hoped the levy would pass in May but if it did not believed the council would have to
cut the cost before returning to the voters with another measure.

The motion passed unanimously, 8:0.

The meeting adjourned at 7:46 p.m.

Respectfully submitted,

James R.
