Mr. Pap8 expressed his appreciation of Mr. Kelly trying to get the ordinance drafted before the <br />year's primary election, but noted that the election process had already begun with candidates <br />who had filed under the current set of rules. He urged the council not to rush the discussion. <br /> <br /> Mr. PapS, seconded by Mr. Farr, moved to table the motion. The motion <br /> failed, 5:3; Mr. PapS, Mr. Farr, and Mr. Rayor voting yes. <br /> <br />Mayor Torrey called for a clear definition of in-kind contributions including newspapers that gave <br />non-editorial time. <br /> <br /> The motion passed, 6:2; Mr. Pap8 and Mr. Farr voting no. <br /> <br />The meeting adjourned at 1:30 pm. <br /> <br />Respectfully submitted, <br /> <br />James R.
