With regard to ODOT, Mayor Torrey pointed out that it did not need to give the City permission to
use its road. Not only was there the issue of the dedicated lane, there was also the issue of
computerized signalization at State highway intersections. He emphasized the importance of the
second link in the system, and said the Coburg route had the most potential for success.
Regarding service to the Bethel area, Mayor Torrey pointed out that the Bethel School District was
building a new alternative high school in the northwest area, and stressed the importance of
addressing transit needs in that part of the community.

The motion passed, 5:3; Mr. Kelly, Ms. Taylor, and Ms. Bettman voting no.
Mayor Torrey adjourned the meeting at 7:47 p.m.
Respectfully submitted,

James R.
