<br />June 10, 2019, Meeting – Item 6 <br /> <br />estimated to be $155,000 and must be paid by end of June 2019. The property generated $9,300 in property taxes in 2018. Property taxes are estimated to increase to $279,000 once construction is complete. This action is consistent with how the City supported development of the Veterans Affairs Clinic. In 2014, City Council authorized the payment of the Veteran’s Affairs Clinic’s SDCs with future property tax revenue from construction of the Clinic. The Midtown Arts Center relates to a number of City and council goals and policies: Envision Eugene Community Vision: Promote 20-minute neighborhoods, compact urban <br />development and efficient transportation options. Council Goal for Accessible and Thriving Culture and Recreation: A community where arts and <br />outdoors are integral to our social and economic well-being and are available to all. Downtown Plan: Provide and promote development and community events that reinforce <br />downtown’s role as the cultural center for the city and region. <br /> The City's authority to establish and adopt system development charges is granted by the Eugene Charter of 1976 and by ORS 223.297 - 223.314. By virtue of that authority, the City adopted Eugene Code, 1971 sections 7.700 - 7.740 and related provisions. Growth Management Study Policy #14: Development shall be required to pay the full cost of <br />extending infrastructure and services, except that the City will examine ways to subsidize the costs of <br />providing infrastructure or offer other incentives that support higher density, in-fill, mixed-use, and <br />redevelopment. <br />PREVIOUS COUNCIL DIRECTION None. <br />COUNCIL OPTIONS The City Council can approve or not approve the City’s payment of the non-residential portion of the Midtown Art Center’s SDCs from future property tax revenues. <br />CITY MANAGER’S RECOMMENDATION The City Manager recommends the City’s payment of the non-residential portion of the Midtown Art Center’s SDCs from property tax revenue that the City will receive from the construction of the Center. <br /> <br /> <br /> <br />
