Yes I get to the park at least once a week. I enjoy the peace, quiet and water.
1 Have you been a frequent visitor to the Whilamut Natural Area? What do you most enjoy about the park?
Yes
2 The Citizen Planning Committee (CPC) meets as a full committee on a quarterly basis and all members are
expected to attend. There are additional opportunities for involvement which include subcommittees which
focus on specific park issues and volunteer work parties in the park. Would you be able or willing to
participate in these additional activities?
1) The Talking Stone history and education about the native tribal population (Kalapuya) of this area.
2) Keeping the natural areas protected from development that conflicts with the goals of the park plan,
especially lighting.
3) Wildlife and habitat restoration and management stays consistent with the goals of the park plan laid
out by the citizens of this community.
3 Describe your top three interest areas or issues regarding the Whilamut Natural Area of Alton Baker Park.
I have good communications skills and have been cited by many as showing excellent leadership and
team building skills. I make every attempt to communicate via non-violent techniques and work hard to
educate people when conflict arises. Encouraging trust and transparency is a significant quality for
leaders. I try to live by this and encourage others to lead by example. I graduated with MA in English and
have written several article for local NA website. I know WordPress, have digital publishing experience
and have volunteered for education programs around Eugene teaching about gardening, chemical free
living and cultural awareness.
4 The CPC works with the City of Eugene, Willamalane Park and Recreation District, and other organizations.
What specific strengths and attributes can you contribute to thre CPC?
During a board meeting about elections, several arguments broke out about the wording of a by law that
related to the rules of election procedure. Several people had taken the position that the rules were very
clear, but another group said there was a great deal to interpret. After asking people to stop yelling at
each other I quietly asked if anyone would be willing to look at the specific wording and spell out what it
meant to them. There were many who complied and when they did, we were able to see common ground
and come to a reasoned decision about how the rules were applied. This resulted in an agreement to re-
visit language about elections within the by-laws to prevent misunderstandings in future election
procedures. The meeting ended well and no hard feelings were carried forward.
5 Please cite an example in which a wide range of opinions surfaced within a group to which you belonged,
and your role in bringing divergent sides toward resolution.
Laurel Burke
June 10, 2019, Meeting – Item 7
