She pointed out that the council did not have to take action after having the public hearing. <br />She was uncomfortable moving in this direction without some information from the University of Oregon. <br /> <br />Councilor Poling ascertained that for the public hearing to occur the council would have to vote to hold it <br />and if it did not do so, it would cancel the call for a public hearing and would have to be brought back on <br />another agenda. He asked why the council would not choose to call for a public hearing but with a different <br />date. <br /> <br />Councilor Zelenka said he would be willing to make a motion to hold a public hearing on the alley vacation <br />with a date to be determined in the future. Mr. Lidz responded that the statutes specified that a date should <br />be included. <br /> <br />Councilor Poling asked if Mayor Piercy and Mr. Ruiz could move the date if the July 21 date remained in <br />the motion. Mr. Lidz replied that the council would have to approve the change. <br /> <br />Roll call vote; the vote was a tie, 3:3; councilors Poling, Clark, and Solomon voting in favor <br />and councilors Taylor, Zelenka, and Ortiz voting in opposition. Mayor Piercy cast her vote <br />in opposition and the motion failed. <br /> <br />3. Seeing that no one wished to speak on the item, she closed the <br />public hearing. <br /> <br />Councilor Taylor, seconded by Councilor Poling, moved to adopt Resolution 4944 adopting <br />a Supplemental Budget; making appropriations for the City of Eugene for the Fiscal Year <br />beginning July 1, 2007, and ending June 30, 2008. Roll call vote; the motion passed <br />unanimously, 6:0. <br /> <br />4. PUBLIC HEARING and ACTION: <br /> <br />Resolution 4945 Electing to Receive State Revenue Sharing funds Pursuant to Section 221.770 of <br />Oregon Revised Statues; <br />Resolution 4946 Certifying that the City of Eugene Provides the Municipal Services required by <br />Oregon Revised Statues Section 221.760; <br />Resolution 4947 Adopting the Budget, Making Appropriations, Determining, Levying and Cate- <br />gorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year <br />Beginning July 1, 2008, and Ending June 30, 2009 <br /> <br />Mayor Piercy opened the public hearing and reviewed the rules for testimony. <br /> <br />Laurel Anderson <br />, 953 West Broadway, supported continuation of funding for the police bicycle patrols. <br />She said the neighbors had put a lot of work into making Monroe Park safe and the bicycle patrol had been <br />key in keeping drug use and prostitution out. She felt that living in the downtown area was good, but the <br />area experienced some stress.
