<br /> <br />ATTACHMENT A <br />RESOLUTION NO. _____ <br /> <br /> <br />A RESOLUTION APPROVING A LOW-INCOME RENTAL HOUSING <br />PROPERTY TAX EXEMPTION FOR THE PROPERTY LOCATED AT 1070 <br />TH <br />WEST 6 AVENUE, EUGENE, OREGON. (ST. VINCENT DE PAUL SOCIETY <br />OF LANE COUNTY, INC., APPLICANT.) <br /> <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. <br /> The St. Vincent de Paul Society of Lane County, Inc. (P.O. Box 24608, Eugene, Oregon <br />th <br />97402) is the owner of real property located at 1070 West 6 Avenue, Eugene, Oregon, 97402 <br />(Assessor’s Property Account Number 0473056), and has submitted an application pursuant to <br />Subsection 2.939(2) of the Eugene Code, 1971, for an exemption from ad valorem taxes under the City's <br />Low-Income Rental Housing Property Tax Exemption Program (Sections 2.937 to 2.940 of the Eugene <br />Code, 1971). <br /> <br />B. <br /> The proposed project consists of the development of 10 one-bedroom units varying in <br />size from 512 square feet to 646 square feet, and a community space of 880 square feet. The community <br />space will serve chronically homeless veterans and house an office for the VA Homeless Outreach <br />Worker. It will also provide meeting space for the approximately 31 veterans from VetLIFT I and II, as <br />well as those residing at the site. Rents will range from $385 per month to $453 per month. St. Vincent <br />de Paul Society of Lane County, Inc. has been awarded a four-year Oregon Housing and Community <br />Services subsidy to supplement rents so that no veteran will be paying more than 30% of their income <br />for rent. After the four-year subsidy period has ended, St. Vincent de Paul will establish a rental subsidy <br />fund to continue to subsidize six veteran units. <br /> <br />C. <br /> The Report and Recommendation of the Director of the Planning and Development <br />Department (“the Director”), as designee of the City Manager, attached as Exhibit A, recommends that <br />the application be approved and the exemption granted. In making that recommendation, the Director <br />found that the applicant submitted all materials, documents and fees required by the application and <br />Section 2.939(2) of the Eugene Code, 1971, and is in compliance with the policies set forth in the <br />Standards and Guidelines adopted by Resolution No. 4623. <br /> <br /> <br />NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal <br />Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. <br /> Based upon the above findings, and the findings in the Director’s Report and <br />Recommendation attached as Exhibit A, the City Council approves the application of St. Vincent de <br />Paul Society of Lane County, Inc. for an ad valorem property tax exemption under the City's Low- <br />Income Rental Housing Property Tax Exemption Program for the property located at 1070 West 6th <br /> Z:\CMO\2008 Council Agendas\M080922\S0809222C (att A and C).doc <br /> <br />
