<br />ATTACHMENT B <br />RESOLUTION NO. _____ <br /> <br /> <br />A RESOLUTION DENYING A LOW-INCOME RENTAL HOUSING <br />PROPERTY TAX EXEMPTION FOR THE PROPERTY LOCATED AT <br />TH <br />1070 WEST 6 AVENUE, EUGENE, OREGON. (ST. VINCENT DE <br />PAUL SOCIETY OF LANE COUNTY, INC., APPLICANT.) <br /> <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. <br /> The St. Vincent de Paul Society of Lane County, Inc. (P.O. Box 24608, Eugene, <br />th <br />Oregon 97402) is the owner of real property located at 1070 West 6 Avenue, Eugene, Oregon, <br />97402 (Assessor’s Property Account Number 0473056), and has submitted an application <br />pursuant to Subsection 2.939(2) of the Eugene Code, 1971, for an exemption from ad valorem <br />taxes under the City's Low-Income Rental Housing Property Tax Exemption Program (Sections <br />2.937 to 2.940 of the Eugene Code, 1971). <br /> <br />B. <br /> The proposed project consists of the development of 10 one-bedroom units <br />varying in size from 512 square feet to 646 square feet, and a community space of 880 square <br />feet. The community space will serve chronically homeless veterans and house an office for the <br />VA Homeless Outreach Worker. It will also provide meeting space for the approximately 31 <br />veterans from VetLIFT I and II, as well as those residing at the site. Rents will range from $385 <br />per month to $453 per month. St. Vincent de Paul Society of Lane County, Inc. has been <br />awarded a four-year Oregon Housing and Community Services subsidy to supplement rents so <br />that no veteran will be paying more than 30% of their income for rent. After the four-year <br />subsidy period has ended, St. Vincent de Paul will establish a rental subsidy fund to continue to <br />subsidize six veteran units. <br /> <br />C. <br /> The Report and Recommendation of the Director of the Planning and <br />Development Department (“the Director”), as designee of the City Manager, attached as Exhibit <br />A, recommends that the application be approved and the exemption granted. In making that <br />recommendation, the Director found that the applicant submitted all materials, documents and <br />fees required by the application and Section 2.939(2) of the Eugene Code, 1971, and is in <br />compliance with the policies set forth in the Standards and Guidelines adopted by Resolution No. <br />4623. <br /> <br /> <br />NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. <br /> Notwithstanding the above findings and the Report and Recommendation of <br />the Director of the Planning and Development Department attached as Exhibit A, the City <br />Resolution - Page 1 of 2 <br />08 SVDP-Vet Lift - 1070 W. 6 Denial Resol.
