She <br />introduced Betsy Shepard, who was the facilitator for the meeting. Lynda Rose and Mary Walston were <br />present as support staff. <br /> <br />Ms. Shepard reviewed the suggested “norms” for the meeting: <br /> <br />? <br /> Listen with respect—no interrupting, no talking over, disagree agreeably <br />? <br /> No personal attacks <br />? <br /> Try things on for size <br />? <br /> Stay on task <br />? <br /> Value differences <br />? <br /> Be open and honest <br />? <br /> Look for opportunities to agree <br />? <br /> Strive for consensus <br /> <br />Ms. Shepard noted that Mr. Kelly had submitted an agenda item by email. It became Item 4. <br /> <br /> <br />1. Council Operating Agreements <br />? <br /> <br /> Process for Taking Action on Ordinances <br /> <br />Council Coordinator Lynda Rose stated that City Attorney Glenn Klein brought to her attention that the <br />Charter Agreements used to require a first and second reading for ordinances and the language had been <br />changed to that effect. However, she said, it did not match the operating agreement.
