Mayor Torrey opened the public hearing. Seeing no one wishing to speak, he closed the public <br />hearing and called for questions and comments from members. <br /> <br /> Mr. Kelly, seconded by Mr. Pap~, moved to approve Resolution 1020 <br /> adopting a supplemental budget: making appropriations for the Urban <br /> Renewal Agency of the City of Eugene for the fiscal year beginning July 1, <br /> 2001, and ending June 30, 2002. Roll call vote; the motion passed <br /> unanimously. <br /> <br />II.PUBLIC HEARING AND ACTION: Resolution 1021 of the Urban Renewal Agency of the City <br /> of Eugene; Adopting the Budget and Making Appropriations for the Fiscal Year <br /> Beginning July 1, 2002, and Ending June 30, 2003 <br /> <br />Mr. Torrey opened the public hearing. Seeing no one wishing to speak, he closed the public <br />hearing and called for questions/comments from members. <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved to approve Resolution <br /> 1021 of the Urban Renewal Agency of the City of Eugene; adopting the <br /> budget and making appropriations for the fiscal year beginning July 1, 2002, <br /> and ending June 30, 2003. Roll call vote; the motion passed unanimously. <br /> <br />Mr. Torrey adjourned the meeting of the Urban Renewal Agency of the City of Eugene and <br />reconvened the meeting of the Eugene City Council. <br /> <br />VIII.PUBLIC HEARING AND POSSIBLE ACTION: Exemption from Competitive Bidding for <br /> Design/Building Services - Police Forensic Evidence/Property Control Building <br /> <br />Mayor Torrey opened the public hearing. Seeing no one wishing to speak, he closed the public <br />hearing and called for questions/comments from councilors. <br /> <br />In response to a question from Councilor Bettman regarding the estimated date of completion of <br />the project, staff estimated June, 30 2003. Councilor Bettman said she would support the motion <br />but wanted to see a demonstratable public benefit from the granted exemption. <br /> <br />Councilor Rayor commended the Public Works Department oversight on the project. Councilor <br />Kelly concurred. <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved to grant an exemption <br /> from competitive bidding for the construction management/general contractor <br /> services for construction of the Police Forensic Evidence/Property Control <br /> Building, and allow the City to issue a request for proposals using the <br /> alternative bidding method, "CM/GC" to select the contractor to construct the <br /> project.
