City Manager Carlson noted that there was a work session on the issue on July 17, and added <br />that there was an additional work session scheduled if it was needed. <br /> <br /> Roll call vote; Item B passed unanimously. <br /> <br />III.PUBLIC HEARING AND ACTION: Resolution 4721 Adopting a Supplemental Budget; <br /> Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, <br /> 2001, and Ending June 30, 2002 <br /> <br />Councilor Rayor asked whether any fiscal year (FY) 2003 budget items related to the Emergency <br />Medical Services Fund Stabilization were showing up in the fiscal year 2002 supplemental budget. <br />Kitty Murdoch of the Central Services Department said that revenues were being recognized as <br />received from a variety of sources not related to the revenue increases planned in FY03. She <br />said the funding was being used to pay for overtime accrued in assisting other organizations, such <br />as providing an ambulance at sports events. <br /> <br />Mayor Torrey opened the public hearing. Seeing no one wishing to speak, he closed the public <br />hearing and called for councilor comments and questions. <br /> <br />Councilor Kelly called for council input regarding a suggestion that a motion be drafted to put <br />$40,000 aside in the FY03 contingency account for economic development use if the ending <br />working capital balance were higher than that amount. <br /> <br />Councilor Bettman expressed concern over reserving money before knowing where that money <br />will come from. She added that each department should have its own reserves and disagreed <br />with using council contingency funds for economic development. <br /> <br />Councilor Kelly said it would only be a temporary hold on the money. <br /> <br /> Councilor Kelly, seconded by Councilor PapS, moved to approve Resolution <br /> 4721 adopting a supplemental budget; making appropriations for the City of <br /> Eugene for the fiscal year beginning July 1, 2001, and ending June 30, 2002. <br /> Roll call vote; the motion passed unanimously. <br /> <br />IV.
