She <br />noted that Eugene paid more per capita than others. <br /> <br />Councilor Pap~ said the year's budget discussions were the most difficult he had been involved in. <br />He stressed the difficulty in making the budget cuts across the board and said he would not <br />support any amendments to the budget. He stressed that tough decisions needed to be made. <br />He acknowledged that the need was much greater than the funding available. He commended <br />the nonprofit organizations that worked to serve the community and address the problems that <br />existed. <br /> <br />Councilor Meisner thanked those who testified. He stressed the value of the testimony from <br />people who actually used the services being discussed. <br /> <br />Regarding the elimination of the reception position in the PIC, Councilor Meisner expressed a <br />hope that staff would find a new way to provide services. <br /> <br />Councilor Taylor thanked those who testified. She said she would also support the proposed <br />motion by Councilor Bettman. She stressed that final budget decisions were up to the council, <br />which was not bound by the Budget Committee's recommendations, and that she would be <br />making two motions regarding restoration of funding for the Sister City Program and Riverhouse <br />funding. <br /> <br />Mayor Torrey stressed that the council had to vote in the best interest of the entire community but <br />added that the councilors had heard the testimony provided by the public. <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved to approve Resolution <br /> 4724, electing to receive State revenue-sharing funds pursuant to Section <br /> 221.770 of Oregon Revised Statutes. Roll call vote; the <br /> motion passed unanimously. <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved to approve Resolution <br /> 4722, amended for the staff recommendation, adopting the budget, making <br /> appropriations, determining, levying and categorizing the annual ad valorem <br /> property tax levy for the City of Eugene for the Fiscal Year beginning July 1, <br /> 2002, and ending June 30, 2003. <br /> <br /> Councilor Taylor, seconded by Councilor Kelly, moved to amend the motion to <br /> increase the FY03 Central Service expenditure appropriation in the General <br /> Fund by $15,000 to restore the reduction in the Sister City Program, reduce <br /> the reserve for revenue shortfall by $15,000 in FY03, and direct staff to <br /> include ongoing funding at the current service level in the FY04 budget and <br /> beyond. <br /> <br />Councilor Taylor said the Sister City Program was run by volunteers that did a lot of work for a <br />small amount of funding from the City.
