Councilor Meisner said he would not support the motion as stated because of the final clause <br />within it. <br /> <br /> Councilor Meisner, seconded by Councilor Rayor, moved to amend the <br /> amendment by striking the direction to staff to include ongoing funding at the <br /> service level in the FY04 budget. <br /> <br />Councilor Meisner said he was willing to fund the program for one year to give time to come up <br />with other funding ideas. <br /> <br />Councilor Kelly said he would not support Councilor Meisner's amendment to the amendment. He <br />said it would not make any fundamental change. He said that limiting the funding to one year was <br />only "delaying the agony." <br /> <br />Councilor Rayor said that, given a deadline, a business plan could be developed to make the <br />program cost effective. He said the amendment was reasonable with relatively few FTE involved. <br />He said he would support the motion whether or not the amendment passed. <br /> <br /> Roll call vote; the amendment to the amendment failed, 5:2; councilors Rayor <br /> and Meisner voting in favor. <br /> <br /> Roll call vote; the amendment passed, 4:3; councilors Pap~, Meisner, and <br /> Nathanson voting in opposition. <br /> <br /> Councilor Bettman, seconded by Councilor Kelly, moved to amend the motion <br /> by amending Exhibit A of the FY03 City of Eugene budget resolution to <br /> increase the FY03 Planning and Development Department expenditure <br /> appropriation in the General Fund by $23,000 to restore the reduction to the <br /> Human Services Commission, reduce General Fund reserves, specifically <br /> the Reserve for Revenue Shortfall, by $23,000. <br /> <br />In response to a question from Councilor Pap~ regarding a review of the funding going to human <br />services, Ms. Murdoch cited a figure of $955,000 from the General Fund to support human <br />services. <br /> <br />Councilor Nathanson said it was important to acknowledge that over the past year and in the <br />upcoming year the nonprofit providers had experienced increased unemployment and increased <br />utility costs while State and federal aid had decreased. She said she would support the <br />amendment. <br /> <br />In response to a question from Councilor Meisner regarding the actual numbers allocated to the <br />Human Services Fund in the budget process, Ms. Murdoch said that the allocation for the year <br />was $881,789. She said the FY02 contribution was adjusted for inflation and then removed of the <br />$23,000 from the action of the Budget Committee the previous year.
