Mayor Torrey said, although he would not do it, he felt he had enough experience to apply for a <br />city manager position and noted that he did not have a bachelor's degree. He urged the council <br />not to preclude people with the necessary experience from an opportunity. <br /> <br />In response to a question from Mayor Torrey regarding applicants who did not have a degree and <br />yet were preferred by the council, Mr. Klein said there was nothing that required the council to <br />chose from one of the people who applied.
