June 2019 FAQ <br /> <br /> <br />All EmX stations will receive a high level of improvement. Some Enhanced Corridor stops will receive <br />improvement, though not as much as EmX, and other stops will remain similar to the existing stops. <br />It’s important to note that the greater level of investment under the EmX Alternatives means that the <br />project will have more benefits for the community, such as lower travel time, increased safety, and <br />more ridership. The greater level of investment also usually means more impacts, such as property <br />acquisition, trees impacted, and greater capital costs. <br />How will this be funded? Can you really build all of this within 10 years? <br />At this time, no funding is dedicated to build the investments on the MovingAhead corridors. Staff are <br />currently working with Lane Council of Governments to identify potential funding and implementation <br />strategies to build out the preferred package of investments selected by decision makers. Staff <br />anticipate that our community will have to be strategic and creative in packaging the funding required <br />to build on multiple corridors. Funding will likely include federal, state, and local money to implement <br />the preferred package of investments. Currently, the Federal Transit Administration requires a 50% <br />match for all of their BRT projects, so the community may need a fairly large match that combines local <br />and state funding for any corridors with EmX investments. <br />MovingAhead will result in the selection of a 10-year package of investments. While not all projects will <br />be completed within 10 years, staff intend to start all projects included in the approved plan within the <br />10-year timeframe. Staff will be strategic and consider incremental development, including some <br />investments that may be implemented across multiple corridors, while also pursuing large projects that <br />may attract federal money. <br />What are the next steps? What happens when Eugene City Council and LTD’s B oard of <br />Directors select a preferred package of investments? <br />In fall 2019, Eugene City Council and LTD’s Board of Directors will hold a public hearing, followed by <br />several deliberations at subsequent meetings. After these deliberations, both bodies will select a <br />preferred package of investments. By early 2020, the selected preferred package of investments is <br />expected to go before the Metropolitan Policy Committee for final approval. <br />Staff are currently working with Lane Council of Governments on a funding and implementation plan <br />that helps describe the next steps after a decision is made.
